| About this project

Since August 2021 the world has reported billions in aid for Afghans. How much reached people? How much benefited the Taliban? How much did the aid system itself absorb?
Nobody fully knows — because institutions don't disclose enough. This ledger shows what the evidence proves, what institutions claim, and what remains hidden.

What this is A public accounting book anyone can open. Every number links to an official, checkable source. No opinions — evidence, and honest gaps.
Who it serves Afghans and the diaspora, journalists, researchers, donors and parliaments, auditors — and aid organizations that want to prove they disclose well.
The core rule A pledge, a payment and a hand-over down the chain can be the same dollars. We never add them together — every figure names its stage.
What missing data means If an agency won't say where money went next, we don't pretend it was delivered. “Undisclosed” is a published finding here — not a zero.
How to read this ledger — a 60-second guide
  1. Start at I. The Account — promised vs actually paid, and how the funding gap grew from 4% (2021) to ~79% (2026). Year buttons filter everything.
  2. Follow the money — II shows who gives, III who receives, IV lets you type any organization and see money in vs money reported onward. The difference is usually undisclosed, and we label it exactly that.
  3. Check the hard questions — V ranks institutions by disclosure (never by rumor), VI shows the documented Taliban-benefit minimum with its audit sources, VII is an honest empty box: nobody publishes delivery costs.
  4. See the inequity — VIII by sector, IX by province: people in need vs organizations actually present.
  5. Act — X lists specific questions to specific institutions with deadlines and response status. XII lets you download every dataset, embed live charts in your own article, or subscribe to changes by RSS.

Trust rules: confirmed minimums, never extrapolations · no accusations without evidence and right of reply · every correction is public · “real time” honestly means “as current as the source allows”.

II.Who Gives

Reported donor funding to Afghanistan (paid + committed, incoming boundary), as reported to OCHA FTS. Reporting is voluntary and incomplete.

First-level recipients and how much they report moving onward. The difference is not proof of wrongdoing — it is often simply undisclosed.

V.Disclosure Scorecards

Institutions ranked by observable disclosure quality — never by unproven allegations. A low score can also reflect upstream donors' reporting. Criteria are published; organizations improve their score by disclosing better data.

Confirmed minimum from cited audits — never an extrapolation. Exposure and interference are recorded separately and never described as receipts.
