their life, not stages of the same dollar. A contribution appears under whichever status the
donor last reported. Adding them would count promises as if they were payments.

The trail ends at the receiving agency. Donors publish what they sent and to whom.
The agencies that received it publish no expenditure records — no line items, no
programme costs, no delivery accounts — in any dataset this ledger can read.

response, only — can be followed to a second organisation —
— of the total. The remainder is received and then leaves the
public record.
A zero here is a finding about disclosure, not an assertion that no money
was spent. It means no public source reports it.
4.Who sent the money
Ranked by paid plus committed. "Paid" is the only column that reflects
funds a donor confirmed transferring.
5.Who received the money
First-line recipients — the organisation the donor paid. What each one
did with it afterwards is largely unpublished.
6.The largest single channels
Donor-to-recipient pairs by confirmed payments. These are the routes most
of the money travels.
7.Development finance, counted separately
Development banks and bilateral programmes publish commitments only.
None of it can be confirmed as delivered, and none of it belongs in the totals above.

9.How this was counted
Sources
- OCHA Financial Tracking Service — humanitarian flows into Afghanistan,
2021–2026. The only source that separates paid from committed. Reporting is voluntary,
so it is a floor, not a ceiling.
- Asian Development Bank, EU institutions, USASpending, World Bank —
development project commitments. No payment data is published.
- Organisation categories — taken from the FTS organisation registry as
published. FTS records UN agencies under "Multilateral Organizations"; it has no separate
UN category, so that grouping is reproduced here rather than reclassified.
